Ive got a bike thats been sitting up probably not the best way for a couple years. Ive got a new battery in it and the panel lights up the bike wont turn over and wont make a noise. Also note the light dims when pressing the starter switch.

Could this be a starter or a starter relay?

Try push starting it to get juices flowing.

The fact that you have lights suggests that the electrical system is working, and the lights dimming when you press the starter implies that power is going to the starter motor but it is not turning. Suggests a couple of options: the motor is seized or the starter motor is dead. I would take the plugs out and try rotating the engine (either by putting it in gear and rotating the rear wheel, or by using the nut under the right hand "Suzuki" cover). If you can rotate that, then try bump starting the bike.

Any chance it's something really simple like the safety switch getting disconnected from the clutch lever on the handlebar?

I know I've made that silly mistake before...

I don't think the lights would dim when pushing the starter button if that were the case...

Thanks everyone for the thoughts. I will determine if the engine is seized up and report back .

Sorry for the late response. The engine is not seized up. I am able to turn the crankshaft bolt. 

So now I guess I am going to determine if the starter motor is working. I will try to do a bypass from the battery to determine if it spins.

Im getting ready to take the starter motor out but Im not sure how to test it. Can anyone give me an idea?

Get the motor out and hold it in a vice. It should be free to turn by hand. Connect some jump leads up to a battery, the + goes on the terminal stud and the - can just be held against the case.

Motor should smoothly spin up to speed in 2-3 secs. If you get lots of sparks, and rough/erratic running the motor is toast.

If the motor proves OK the next thing to look at is the starter clutch.
