Cam timing

Hi, I'm trying to get my cam timing right. I line up to the second RT mark closest to rt. What keeps happening is when I finally get the cam journals screwed down on the exhaust cam, it moves a little out. I've tried it over and over and it keeps moving a little bit (arrow) out every time. Any suggestions? Will it be ok? Or how do I keep the cam from staying spot on the timing arrow pointing towards the front. Thanks.
