I need help!!!

Hello everyone. I have a 2003 GS500 (not f). I have a problem. My bike goes very nice at  straight road. But it is drowning at going uphill.. I rejetted the bike before 3000 km. It has not any problem before this. These are my specs:
135 main jet (stock was 115)
Stock middle jet
20 pilot jet (stock was 17.5)
A small washer under of needle
3.5 turns mixture screw (stock was 2.5)
K&N drop in (it was stock before)
I though came foreign matter to carb before. But this is not first time. Theres a problem.
I have 3 ideas.
1) i have to clean up the air filter. Because filter is dirty thats why runs rich.
2) The jets are huge for my bike but i had no any problem before. (after rejet in 1000/1500 km)
3) 3.5 turns too much. I should make it 3.25 or 3
What should i do? Please help me. (Sorry for my suck english)

Edit: i done 3.25 turns to mixture screw. (It was 3.5) the problem is still going on. But i think slightly decreased.

Thats waaay to big a jump for a main jet. Go back to stuck and see what happens.

I am not sure what is at work here, but we jet the 01+ bikes to 132.5/20/3 turns/1 washer. But then again how your bike ran with 115's i have no idea, The bikes we are putting 132.5's in bikes that had 130's to begin with.
Maybe you should try 117.5's. You got some funky math going on there.
Remember +1 size, so if you have 115's then +1 is 117.5.

So what country are you in? Do you possible have a restricted bike?

I have one of the super rare gs500's 2003 GS, so I know you must be in the EU or in CAnada (or possibly south America).

Can you take a photo of the licence/model sticker on your bike? block out some numbers if it makes you nervous.
