Installing Vortex Clip-Ons

In the process of installing the clip ons.

My plan was to remove the handlebar lower holder plate and remount the gauges onto the fairing with some custom fabrication.

My problem is the nut and bolt holding it down is pretty tight (20-31 ft.lb). Any tips for taking it off?

Or should i just go the alternate method and lower the stems and keep the holder plate where it is?
