Is it a shock absorber of some sort?
in a roundabout way yes. but that is not what it is ;). has one specific duty on a vertical plane.

yamahonkawazuki

yup. I suppose the shoe was too much of a clue lol. normally people would just post something else and quit trying.   yeah I found this thing in a toolbox. going to set this up as part of a camera mount.

Kiwingenuity

#2336
Edit:

Some clues - you find one of these in a radio, just a lot smaller - this unit is about 12m high, 3m in diameter and mounted on nice seismic restraints (the shock absorber is part of the seismic system)

Kiwingenuity

:icon_idea: It is in a substation, and nearly completely hollow.

Kiwingenuity

Not a capacitor - has a very specific function..

I could offer a better clue..
