Ive spent some time on my carbs now and recently put it back together and amazingly i have gotten my bike running after being out of commision for a couple of months since ive bought it.  There are problems that i've always had with this bike and they still seem to persist even after a carb rebuild and rejet.

The main is the overrevving.  When i have the choke on and i fire up the bike it revvs up and then comes back down (i dont have a tach...but you can definately hear it> LOUD)...not really a big deal i just slowly shut off the choke and it will idle fine for a long time with no revving issues  (however today i had it idling for about 3 min then it sputtered and died). Also when i pull back on the throttle just a little for just a second while its idling the bike tends to  revv super high for about 2-3 seconds afterward  then comes back down again to a nice idle or the engine sputters and cuts off. 

Does this sound like a stuck throttle cable? lube it? any other ideas?

With the bike off, when you twist the throttle and let go, does it snap back?

If so, the cable is not binding, but it's still not a bad idea to lube it (regularily-yearly).

I suspect an air leak somewhere.  Make sure the carbs are seated in their carb boots properly.

Next, try the WD40 trick where you spray around the carb boots and airboots, and see if the rpm's increase.

Make sure the vacuum line is positively connected.

Next, take the tops of the carbs off to inspect the tiny o-rings under each vacuum spigot.  Replace if needed (you may want to order a pair; you'll use them eventually).

throttle cable seems to be fine...no lag on its return, snaps right back.  I sprayed wd 40 all around the carbs with no increase in rpms....ill try to check the boots and the o rings in the carbs again.  I should also mention i am using the lunch box but i dont see how that could be the problem if the bike has been properly jetted and the airbox connected properly. i did notice that there is a crack in the evaporation canister but from what i understand that thing only deals with fuel vapors.
