Obviously it varies by location Josh, but police around Seattle will pull over riders just to check for an endorsement.  You don't have to be doing anything wrong.  I'm also assuming the OP would like to be legal while riding.

Just got my NY MSF card in the mail today. Took 1 month 10 days... felt like forever. Only a state like NY can take that long to send you a business card with a few numbers on it. Anywho. Off to the DMV Monday!

I was just about to ask about the waive as i'm also from PA.  However, I have State Farm for insurance and I get a $10 discount because of it.  My insurance is a whopping $26 a year!!!
