Well, it is gears in a box and 2 spiral gears do drive something at a right angle.
Now to figure out what it is.
Could be from a screw jack or mechanical lift of some type.

Steering stem gears.
(Gear box: any gears in a box. It does not mean a transmission or gear selector thingy - just gears in a box. Could include a differential or a gear box on the end of a motor on a pinsetter to change the direction of force 90* - like a worm gear on a spur gear - or so the motor can drive a shaft going in both directions)

Possibly on one of these for pedals or steering:

Yup. Bevel gear Ducati. That is the camshaft and the rod that drives it off the crank. Setting timing on these is not fun at all.

I'd say MR got it.  Those red plastic thingys (technical term) hold on to the rim, lasers/reflectors attach in the center.
