That's the piece that goes in the middle of a roll of tape in a desk tape dispenser, enabling it to spin and feed as one pulls.
It seems it has become necessary to qualify my posts:

A spacer or liner inside a connector to protect wires from getting scraped or damaged by the connector.

Crazydood, you're close, but adidasguy is closer. Neither is correct, though.

Adidasguy is on the right track, but not for wires & such.

Maybe I was too nice by using a dime for scale? :D

Does it go around some sort of glass tube for packing so that it doesn't bump and break?

Adidasguy is closest with his compression fitting idea. I'll call that close enough, because I don't think anyone could guess the actual item.

It is a rubber gasket that stretches to fit around the enclosure of a little clock (think watch-size) allowing it to fit into a decorative enclosure without movement.

It goes on like this:

This was my first thought too, but I was thrown off by the ribs on the outside.  If it were a compression fitting for plumbing, it would look just like that without the ribs.
