Close enough!

The word you are looking for is "extractor".  It came out of my 1911, far from a old pistol as far as production date goes but definitely an old pistol in design.  Aside from advances in manufacturing technology and some aesthetic and performance improvements, they're still made the same as they were over 100 years ago.

Reminds me of the typewriter tape holder/roller (don't know the word, sorry), or part of the printer.

I've seen them on the ends of ink ribbons. Similar things on the ends of paper rolls. I guess it would extend to other stuff... lamination rolls? Shrink wrap rolls?

No and no and stop thinking rolls of stuff. You dont find it at the end of a roll of anything.
It has a very specific job of keeping something in place on a machine that is common all over the world. This item is used to hold a XXXXXXXXXXXXX in place when using the machine.

Thats about as clear as I can make it without actually giving it away

Yes it is used specifically to hold the cotton reel on when the reel is used at an angle so it does not fly off the holder
