Help Identify This Thing

Does anyone know what the heck this thing is? The hammer looking part is adjustable up and down with a pivot pin holding it in place. The back rest is also adjustable.

Or I feel like you could use the "hammer looking part" as a clamp of sorts by stepping on the lower part.  It would press onto something (makes sense as to why it's padded) to hold it in place for you to work on it.

Dang Bluesmuge!! You are the 2nd dude to say that. Some really weird guy at work said "I don't know, some kind of sex toy" when I asked him. Even funnier is this other thing I got along with the first one. If someone knew what it was I was going to post up this 2nd pic for identification  help. This one even has a real Harley seat on it. It's similar but different. When I grabbed them from next to the dumpster at work I first thought they where some kind of Farrier's bench or cobblers bench but after some interweb searching I just don't know. These would be great for the "What Is It game" here on the site.
