Yeah they aren't too difficult to pick - but as for buying picks off ebay....Nope....

Jus as Aplitz said---If you're a locksmith or have a job that is ok to have them ( repo man maybe or salvage guy or...) -no worries... In some states if you aren't in a profession that needs them and you get caught with them...  Do not pass go go directly to jail..... Considered burglary tools .

I made my own set of picks- Next time you change out the wind shield wiper inserts on your car... save the inserts.... the stainless steel that holds the rubber  is great for making picks...  A dremel with the little cutting wheel shapes them great...
The tension bar is essentially what Srinath said... a piece of flat with a little L on the end....  

I have borrowed a set of real pics that I copied (found  a few favorite pics that worked well and copied those....) . I get bikes with no keys (but with Titles  :mrgreen: ) that I have to get unlocked....So it's good to know how to do it....

If you don't need the gas cap you can always drill out the lock cylinder -that is if you just bought the tank for the tank....

And as far as having lock picks on you.  The 5.0 can't do anything to you unless you are using them on something you are not supposed to.  Other than a gun, or other classified weapon, it's not the item that is illegal it is the manner of it's use that CAN make it illegal.

As to lockpicks, their designed use is for one purpose only to open locks without the use of Keys. If you are NOT a licensed or have On record that you were licensed as a lock smith, they are considered Burglery tools and it is arrestable should LEO wish to push.

chances are if your driving a locksmith truck it wont be an issue.

a Firearm has More then one useful purpose and even then you must have a permit to carry one on your person.

I have also see LEO's use creative writeing to label a Tire Iron as a burglery tool cuz the dude kept it between his seats. how it held up in court i do not know.    

Make your own if you wish, dont go spreading word about it, just say you fixed the problem.

If you order some picks, and leave the package unopened until you're at home; and use them at home; then it seems OK to me.  You probably don't want to walk around with them in a lockpick belt-pouch, but I think having them at home should be fine.

Basically, where no legislation exists in a province, there can be no crime of posession unless in association with another illegal activity. Unless that province has a provincial act saying you need to have a locksmith licence to carry a lockpick... which only alberta and saskatchewan have those laws.

If you order them from the states, customs may be an issue (they like to make their own fictionnal rules). But the odds your package is inspected is fairly small.

Once again ignorance is bliss.  Having worked in law enforcement and having had to read and know the Texas code of Criminal Procedure and Penal law, I would say I know what I'm talking about.

Hell I can buy lock picks at the locksmiths shop.

Texas code, cool. Is it Reasonably possible that differnt states Might have More/less/differnt codes then others?

you may know what your talking about as your studying and wont dispute that as i dont live there and dont know squat about texas laws, but i live in florida and the 2 judges, 4 cops (one being my father for better then 27years) and former PA i know have all said the same thing.

dont get caught with them on your person unless your in the lock bussiness and are under license.

Notice I did qualify their legality by saying most states.  The laws vary, so does actual enforcement.  If you are pulled over for a minor infraction, and an officer finds pics, and you aren't a locksmith he's really gonna wonder why you have them.  You see, other than locksmniths, the onlt other people he sees with picks are usually theives.  Now, he has a reason to look at you farther, and now your life could really suck.
